Minister of Culture, Sports and Tourism Yoo In-chon once again emphasized during the National Assembly Culture, Sports and Tourism Committee’s state audit on the 7th that he would not approve a fourth term for Korea Football Association President Chung Mong-gyu.

In response to Democratic Party lawmaker Min Hyung-bae’s question, “If the Sports Fair Play Committee (of the Korea Sports Council) allows Chairman Chung to run for a fourth term, will you accept it?” Minister Yoo responded, “I will issue a corrective order, and if that doesn’t work, I will not approve it.”

However, contrary to Minister Yoo's remarks, the Ministry of Culture, Sports and Tourism does not have the authority to approve the appointment of heads of sports organizations.

The Korea Sports Council is responsible for deciding on the approval of sports organization heads.

Article 22, Paragraph 7 of the Korea Sports Council's Member Sports 한국을 Organization Regulations on the Appointment of Executives states, "The president of a regular or associate member organization among member sports organizations must obtain approval from the Sports Council by submitting the required documents."

This is a passage that informs us that the authority to approve the heads of sports organizations lies with the Sports Council.

The Ministry of Culture, Sports and Tourism, which is the main department that manages and supervises the sports association, exercises the approval authority of the President of the Korea Sports Association, not the head of the sports organization.

According to Article 33, Paragraph 6 of the National Sports Promotion Act, which regulates the functions of the Korea Sports Council, the chairman among the executives of the Korea Sports Council is elected by vote in accordance with the Articles of Incorporation, and takes office upon approval by the Minister of Culture, Sports and Tourism.

In summary, the Minister of Culture, Sports and Tourism exercises the approval authority for the President of the Korea Sports Council, and the Council decides on the approval of the heads of subordinate sports organizations.

A Ministry of Culture, Sports and Tourism official explained Minister Yoo's "approval" remarks as "an attempt to exercise various supervisory authority to block Chairman Chung Mong-gyu's fourth term."
